The graffiti artist 281 Anti Nuke starting posting artwork critical of the government and of TEPCO (the company responsible for the nuclear power plants) not long after the earthquake and subsequent disaster.
One of the freedoms that an artist has is time. There are often no constraints as to when an artist can react to an event. This does not mean that what they convey is accurate though.
Historians cannot react to an event soon after it occurs. Historians need time to gather evidence, conduct detailed analysis and there is a belief that looking at recent events is problematic because of a possible lack of impartiality.
